Swamy clarification on upgradation of 5500-175-9000 scale

    I slightly disagree with the interpretation by Swamys. I assume, nowhere in the Paycommission stated that the order upgrading the pay scale from 5500 to 6500 w.e.f.15.09.06 is become invalid consequent upon the Pay Commission Implementation w.e.f.1.1.2006

    The case narrated to by our NEERI friend is exactly the same with my case. However, he failed to state that the Pay upgradation is based on the DoPT order for Central Secretariate staff. In Other words, Pay of Assistants of CSIR has been equated to that of CSS staff.

    Therefore, according to my opinion, One has to travel back to 15/09/06 (where there is no 6th Pay Commission) and upgrade the scale from 5500 to 6500 at the first instance. Then somewhere in the year 2008 6CPC comes into force retrospectively i.e.1.1.06 merging the both scale of pay. The question of opting pay fixation w.e.f.15/09/09 is therefore doest not arise.

    My office has done the same thing to some of my junior colleagues. I represented for implementation of DoPT order. My office neither fix my pay as stated by me nor reject my application. It is yet to see the light of the day.

    I am presently holding the post of Asstt. in Defence Organisation. My basic pay is Rs.11330 + Rs.4200 Grade pay ( Scale Rs.9300 to 43000). In the latest upgradation of post order. what will be my new basic pay and grade pay.

    i am a direct recruit prior to 1.1.06. my pay was fixed 0n 1.1.06 in the pay scale 5500-175-9000 is rs6550*1.86=rs12190 +gp 4600.The direct recruit appointed on or after 1.1.06 at the entry pay is rs12540+gp rs4600.there was no recruitment till 2007 and ican not fid the junior is drawing more than me but joined in sept.2007 with entry level pay in the revised pay structure as per section – ii, part-A of schedule-i of ccs…… my min. pay is not fixed at par of my junior.please advice weather i may be allowed to draw min. pay fixed as on 1.1.06 on par of my juniors.

      This anamoly had already been raised in central anamoly commitee . hope so that they will resolve the matter.

    5000,5500,6500 have merged in the 6th pay commission. if an employee served more than 10 years in the same grade pay is he eligible for MACP again even he has got 3 promotion from LDC to Asstt. supdt.

      Yes brojendra nath baag, you are eligible to get MACP after completion of more than 10/20/30 years of regular service to a particular post. You got 2 or 3 promotions in past is irrelevant.

    My Junior is drawing more salary than me? I didn’t get any benefit from VIth Pay Commission. So……
    HELL with VIth Pay Commission, I am leaving the GOVT. JOB.

    The circular (circular no. 5-1(23)/2008-PD, dated 17.05.2012) mentions that on completion of combined residency period of 07 years either prior to or on 21.07.2010 will be considered for assessment promotion to the post of Technical Officer w.e.f. 21.07.2010.
    That means, those who have joined as Gr III (1) on 2000, 2001and 2002 , they will lose 3, 2 and 1 year respectively as 7 years of residency for them completes on 2007, 2008 and 2009 respectively.

    This is to bring to your notice that,

    Ref No: 1 – CSIR Circular Letter No. 5-1(3)/2008- PD dated 04.10.2008.

    Group III (1) & Group III (2) were merged to the new pay scale Rs.9300-38400 with Grade Pay Rs.4200 and arrears were paid with effect from 01.01.2006.

    Ref No: 2- CSIR Circular Letter No. 5-1(88)/2010- PD dated 21.07.2010.

    CSIR modified the entry level qualifications and modified the designations in respect of Technical & Support staff vide above circular.

    Ref No: 3 – CSIR Circular Letter No. 17(66)/94-PPS dated 2.8.2000

    The merger anomaly raised in Group II (i.e. merging of Group II (2) & Group II (3)) during 5th pay commission implementation in CSIR and it was resolved by CSIR with effect from the date of implementation of 5th pay commission (w.e.f. 01.01.96)
